You are required to contact the district administration / collector for the purpose of getting land on lease.
You can also find out from the district administration that whether any scheme is prevailing to help new entrepreneurs to open up business.

Certainly you can get it. You can get it from your city development authority for 30 years lease and will have to pay lease rent every year. It can also be get from iidc aswell as from state government. You will have to apply the concerning authority with affidavit etc.
