Can I demolish 50 year old,non usable well made by govt on my property

On my property a 50year old government made well.it is already fully filled many year ago and no useable. can I break its 2 feet wall.
as the well is built by the government long time back for the betterment of the people staying over there. they might have taken permission from your family before building it. Before you demolish it you need to seek permission from the concerned department and then demolish it.
