Can I change agriculture land status to na and get the plan sanctioned

I have come across a plot scheme in lohegoan which falls under dp plan. The developer suggested to that i need to wait for a month. after which dp plan will be signed and implemented. i do not think so. so please tell can i change agriculture land status to na and get the plan sanctioned from pmc and start construction. if not is there any alterntive way. Please suggest
