Can I buy Indian island for tourism business

I'm an Indian student. I need to know that does an Indian can buy an Indian island for tourism business?
All Indian citizen can buy the land any where in India even other wise exempted by notified or sealing area. The area of the land for purchase also has some sealing up to 5 acres to individuals.Most of the states in this country have different acts to control land ceiling act.
In an average,one shall have a agricultural land holdings of 30standard hectares.
As you know there are lot of loopholes in Indian law which enables any Indian individuals to accumulate land holdings with a mere permission from the state Govt.
There are various exit routes like Trusts,Societies,NGO to go free for unlimited acquirement of lands in this country if necessited as for as Agricultural area is concerned.

If so, purchase could be effected in accordance with the provisions of Transfer of Property Act.
