Can I build a house on agricultural land

Planning to buy a plot in Vashi. The dealer told us that the property is non agricultural land. But on having a look at the documents we came to know that the land is a agricultural land. We were planning to build a farm house on it. Are we allowed to do the same on agricultural land?
The conditions for construction of agricultural land are described in Regulation 2 for construction of agricultural land under the Law on ownership and use of agricultural land when its use is not changed. In such cases, it is permitted to construct buildings related to the use the land.
