Can grandmother transfer property without taking NOC from her children

I have a querry about the property of my inlaws, actually my husband are 4 brothers & 1 sister, they have a shop & house. My father inlaw suddenly dead in some circumstances 15-20 years before, he has not transfer the property to my mother inlaw name. I want to know that is it possible that my mother inlaw transfer the all property on the name of only one grand son without any NOC from other family members . Pls advise me if possible.
Its not possible for the grand mother to transfer the property in the name of one grand son without any NOC from the other family members. He has to take the consent of other members who have inherited the rights in the property by virtue of succession.
