you need to elaborate on this by telling us that is your grandfather alive or not. Secondly has the property been transferred in the name of your father after his death. if it has been inherited then yes your father can make a will as its his property now.

Dear Client,
father can make a Will of property which he has purchased from his own source of income only. However he can make a will of his share out his ancestral property, such share is to be calculated after giving the share to his children also
