Your father when he died left a will? Or he died without a will? If the latter is true than all the property will be divided into three equal parts, as you three are legal heir of dead person. You,your mom and your elder sister. This is what law says if your sister is not abiding by it than we can go to a competent court to get an order to that effect. Be calm she will not be able to do any without due process of law i.e Deed of Partition or filing of a partition suit against you and other legal heirs of your father. For a Deed of partition signature of all the legal heirs are required.
