Can a house be purchased without DTCP If yes then how

Hi, can we buy a house without DTCP approved, but the land has patta.
Having a patta alone is not enough, registration of the said property must be done and it must be approved by DTCP or CMDA.
The person who is selling you the said property may cheat you in future thus, for the safe side buy the property which is approved by either of the aforementioned departments.
