Can a builder sell a parking space

Hello I want to know whether builder have authority to sell parking space as i have heard that they have no right to sell parking space My builder is aking for 2 lakh to get parking space
Builder cannot sell car parking slots. It forms part of common area and cannot be sold by builder.
