Buying flat with no oc and cc

Hi I liked a flat in Whitefield immidihalli,apartment is already occupied, but the builder don't have oc and cc and he says there is no issue as he had already sold out 100+ flats who had moved in.Sbi,hdfc,lichfl are providing loans for that property. 1. Is it safe to buy such flat? 2. What problems can be faced in future ? 3. Can we pay some amount at a later point and get it regularised? 4. National bank providing loans will not ensure safety? 5. Provided there are so many such projects in bangalore can government demolish all such constructions? Thanks in advance.

Dear Sir/Madam, before going to buy the flat you will take legal opinion it will be very helpful to avoid future litigation, according to me, the Occupation Certificate and Completion Certificate is very essential and mandatory. I agree with your point regarding availed bank loan, the Banks will give the loan on the basis of clear title of the property only if as they like. The OC and CC will purely issued by the concerned authorities on the basis of approval sanctioned plan and as per approved sanctioned plan construction or not?, if any deviation if any, the concerned civil engineer will give percentage of deviation construction report, on the basis of the concerned authority will approved otherwise Whether the apartment is constructed according to the plan? Are there any deviations? If so, what is the percentage of deviation? Architect Certificate will base. If you want more legal advice in this regard I will advice it.
