Buying flat can i do whatever changes in terrace given by builder?

I am trying to book and apartment. Builder is asking sale value+ 15 lacs for a private terrace flat. the terraced flat has access only from flat and 8 flats constructed by builder. There is no common terrace but access to top floor is via the one of these flats only and that is for installing dish antenna and water. It's a plane terrace and a 9 floors of 2 BHK below it and no landscaping. Can I buy flat and can do landscaping if I want to, cannot construct anything?
