Building's secretary not issuing maintenance receipt in my name

I bought a flat in 2014, since then my secretary has not transferred the maintainance receipt in my name, he is giving me many irrelevant reasons of not doing so. Please suggest a suitable solution for this.
Send a legal notice to the secretary through Advocate asking him to issue receipts to you within the time specified in the notice. If he doesn't comply you can proceed to take legal action against the secretary.
