demolition order of an building is passed by development authority of city and an appeal against is pending before the commissioner but the post of commissioner is vacant kindly guide us

If there is no stay in the Order of demolition then the development authority are free to take steps for demolition. Since the post of commissioner you should prefer a writ petition and seek the stay of the order of demolition till your appeal is disposed of.
