Builder not developing the land.What action can I take?

I have purchased a plot which is approved by biappa khata A . According to sale agreement, builder is supposed to develop that plot with water supply, sewage supply, electricity supply , tar road, overhead tank, etc. But the land is barren and not a thing has been laid which actually depreciates the value of land. Investment into land is done with the purpose of ROI which can be utilised for family goals. How can I initiate action against him. Mr. Sudhakar Reddy is not reachable on.his mobile phone since weeks.
The Consumer Protection Act, 1986 is the Act which seeks to provide for better protection of the interests of consumer. Any person who hires any services for consideration is a consumer under the Act. It provides remedies to a consumer against deficient services. building site or for a flat constructed by the Development Authority or entered into an agreement with a builder or a contractor is a potential user and the nature of construction is covered in the expression “service” of any description. Thus, the Consumer Protection Act provides protection against the malpractices of the builders and developers. Any person dissatisfied by the services can approach the consumer forum for his redressal. The consumers can approach the Redressal Forums for deficiency in service at different stages of housing. You say you have purchased a plot which is approved by biappa khata A . It is not Khata A. BIAPPA only gives plan approval. And you say that there is a sale agreement,, between who ? Have you entered into a development agreement with the builder , Mr. Sudhakar Reddy ? I should see the agreement to decide what action is to be initiated.
