Builder increasing maintenance charges yearly for commercial property

Dear Sir/Madam, What is the legality involved in builder maintenance charges for a commercial property in a DDA complex built by a private builder. The builder has been regularly increasing the maintenance charges on an yearly basis. Help please... Thanks much in advance.
You can file complaint about it in DDA. Other thing you can do to file a RTI asking about the laws/policy of DDA on maintenance charge and action against unreasonable raise in maintenance and on the basis of that you can take step. Other remedy is you all user/ occupant file a representation before DDA and if they reject that or don't take any action file writ petition against DDA and private builder.
