I hope when once it was registered and after 6 months the builder cant claim the VAT and service tax. Whatever you want to pay, you only need to pay. They cant demand now and then. Once property is sold to you, only you have the right over the said property. So Please contact any charted accountant take solutions.

builder cannot charge Value Added Tax (VAT) on transaction for sale of flat effected after he has secured completion certificate for the project from the municipal corporation, the Pune district consumer disputes redressal forum has ruled.

You are supposed to pay the VAT at the time of payment of final invoice. So, he is not supposed to levey the VAT at this time. So, please go through the invoice and ask why he is not asked at the time of final invoice.
