BMC flat in name of the father in law who passed away how to transfer

We have a flat in BMC. It is registered in the name of my Late father in law. He passed away in 1992. After that my mother in law was staying in it, who passed away last year. Now no one is staying in that property. There is one brother on my wife who is a US national and he has flat in mumbai. There is a another brother who is staying in Saudi with family and he also has a flat in Mumbai. There is another sister who lives with family in Canada. How can we transfer the flat in our name?
In case of a self acquired property of the father, all the legal heirs have equal right on the property. All the legal heirs can claim for share in the property. In order to transfer the property in your name, you need to get NOC from all other legal heirs.
