Basement by-law in Haryana

The property adjacent to my property in Patel Nagar, Gurgaon, Haryana has a basement that is covering the whole plot area. This property was built in 1997. My house at that time was not built but the plot was there and we starting nuilding on it soon after, around 1998. Now, considering the high frequency of earthquake in Delhi-NCR, I fear for my property. Can I, by-law, make the basement filled up completely or partially as it is right next to my wall?
Yes you can file an application for the filling up of the said basement. Also, you can complaint to the Municipal Corporation of Delhi.
