Award passed to grant amount but not paid still

my land was acquired in year 1987 and award was made by collector under section 11 of the act but was taken with protest and went to reference court for further increment and it was enhance then govt body went to high court aginst enhancement of district court and finally the enhancement was found right in year 2012 sep and till the enhanced amount is not paid .since the amount paid under section 11 was taken with protest can be said that amount is not paid and case said to be lapsed under new land aquisition act 2013
In case where either the land is not taken or compensation not paid then Section 24 (2) of The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 is attracted.
And you can file a Writ Petition
