A person encroached a public road blocking my way to the land what can

the x has blocked/encroached the public way reaching to my survey/land since 2005, by that time i am not aware of the public way we were using other way. IT was came known to me by 2014 by RTI Act 2005,. I have reported this to Municipal corporation, Thalsildar,Survey department but no response till date. Please guide me how to approach court inorder to remove encroachment and get the public way.
