The second floor persons cannot claim ownership with respect to terrace specially if you have been exercising ownership rights over it for the past 15 years, which includes, that it was in under your lock and possession, tax and everything was being paid by you. However, this may change depending upon the paper work. Therefore, in order to be able to advise you better one will have to look into the papers pertaining to the property.
