Hindu converted into a muslim for the benefits under NCMEI Act 2004

Case One:Mr X is Hindu and converts to Muslim as Minority in 2014 He has established two Institution: First in 2002 and second in 2015 To get Minority Status for his Institution as per NCMEI Act 2004 : There is one condition THE INSTITUTE MUST BE ESTABLISHED BY MINORITY So, First Institute is not established by Minority because he was not minority at that time. In case of second one he got it . Rule of Law permit two legal status for same person?? There is no law of retrospective effect? Case 2 Alternatively : Mr X is Muslim and converts to Hindu in 2014 about prospective effect?

No one can change its religion only to take advantage and if on 2002, the person was not Muslim the basis the of the establishment could be challenged and moreover if you can prove the conversion is done for seeking benefit, even that can be challenged.
