Traffic Echallan legal standing for a big project

Hi, We are a technology company invest in a E challan system project in Mumbai. Wanted to know legal validity of a Echallan if a Camera clicks a photo of vehicle breaking signal and the photo is sent to registered owner of vehicle at home ? Idea is to send 2-3 follow up challans at home for Fine payment I need a understanding whether Echallan evidence is admissible in Evidences act or Motor Vehicles act or in Court simply. Please let me know your legal opinion.
Only if the electronic record is duly produced in terms of Section 65B of the Evidence Act, the question would arise as to the genuineness thereof and in that situation, resort can be made to Section 45A opinion of examiner of electronic evidence.
