my question is ...How can process claim and which location is better for claim:- 1 Near accidental Area Court 2:- Locally where he belongs there Area Court.

As per THE MOTOR VEHICLES ACT the claim can be filed either in the place of accident or in the place where the claimant or defendant resides.
You can file anywhere as per your convenience.
Different courts take different times for disposal of case so it is better to file at a place which usually took less time.
