Is it compulsory to have internal rear view mirrors in your car

Is it offense to not have interior rear view mirrors in your car even if you have both outside rear view mirror? What does the law states regarding the internal rear view mirrors? Are they compulsory to have even if you have both exterior rear view mirrors?
Dear sir,
Six months from the date of commencement of the Central Motor Vehicles (Amendment) Rules 1993, all motor vehicles shall be equipped with rear view mirror. its an offence under the motor vehicle act and the punishment/ fine is also mentioned.
