How to sue someone for causing damage to motor vehicle

At 9.15 am today, on my way to the examination hall, I stopped to ask about the location of exam centre at the gate of Punjab university, when a speeding thar (jeep) hit my car on the rear side.the owner of the vehicle entered into a scuffle with me and refused to take the responsibility. As I was getting late for the exam, I didn't call the police at that time. But after finishing my exam, I called the police who disagreed to register a fir against the person instead filed a ddr. Their response was very casual. How can I sue the culprit ? Can u please tell me the procedure?
