How to claim compensation for physical injury or harm

Gov employee is not ready to pay medical bill which they have paid for treatment around 20K and he can't work for 2 months becoz of thumb fracture. lodge an FIR but the poor guy don't have money to run the case. DC office employee is not even bothering about this FIR. Please help this poor guy. the poor guy knows only Kannada language. My friend paid hospital bill and he is the witness for this accident.
