How to claim compensation against motor accident

Hi. My worker met with an accident in Delhi. He is a bengali and is employed in Delhi. He has suffered multiple injuries from the accident. Its been two years now. He wants compensation from the offender. How can he get the compensation?
You must file a claim before the MACT court where the Investigation Officer would have filed the DAR or you may also peruse the case orally in the concerned Court where the DAR would have been filed, but filing claim is always advisable.
