Whose name has to be put on returns on property?

If as a land Lord you have given your bakahsta land on patta or lease and the land is acquired by government for road and tenant says the land is his on basis of patta and land receipt who is having right to get his payment..from nahi and who have the power to decide up to collector level as soon as possible and where can be the return of 1956 zamindari anmulan can be found if it is not in collectorate so that it can be verified on whose name the return is submitted where are the returns found of 1956 ..plz help
