Took a room for commercial purpose building is not legally approved

We had taken 1100 squre foot area to run tutorials in last year April and we gave full advance in December-15. Till today the building has not got Bescom approval, water facility, & even they has not allowed to put board also, when ever we ask they ask us to wait. To day we came to know that The building constructed by violating several norms like extra floors, without rainwater harvesting, breech of agreement with old tenants. Now what is my position, 2 /3 complaints filed in corporation on this building by old tenants. Is this safe to continue there. till now I hasn't paid the Rent.

If the building is not approved certain norms then it is advised to vacate that building to avoid any future dispute. You can give a notice to your landlord and can vacate the premises.
