Tenants are not paying maintenance for the society what can I do

Sir i live in jaipur and have my flat in a complex we have 12 flats and out of these flats only 6 flat owner live in the premise and rest are tenants , so problem is that we get issues like many tenants and sometime flat owners do not pay their rents and therefore we are not able to repair the building I want that if we go for society registration then can we stop such nuisance and take some legal help if so then what is the process of registration and cost of it Pls suggest any advice that suits my condition
Dear friend as per your question and acording to law send to legal notice for nusence and also criminal complaint against tenants because other flat owners are afected by tenant's also send to legal notice against flat owner
