Settling security Deposit amount without agreement

Gave tenant house on 11th Feb and he left house in March end-served 11 days less of notice period.Could not have agreement in this period as am out of India.Tenant is disputing on notice period charge and late payment charges, electricity charges.Builder has not provided electricity and hence, have to pay diesel.Do not have anything in writing.
