Pg owner not providing facility and threatening to evict what can I do

8000R paid in cash at PG for 1month rent-with witness present.No light in bathroom for 4 days, no curtains for 6 days,given newspaper.Landlord charged me for curtains.There are 7 windows.Only 2 in bedroom have "curtains".Request was made for net & heavy curtains for all windows.Also request for hot water-although not originally agreed;it's provided to other tents who pay 5000R. He has threatened eviction tomorrow as I informed the chief secretary about this situation.He is taking 50% of the 8000R for 7 days.What are my rights TODAY?I am foreign and will leave cityPiad ,I am not going to sue.
File.a.suit for permanent injunction.before civil court and landlord is bound by condition as laid down in rent agreement if any if you have given advance same can be refunds if you want to vacate further if landlord is threading you can file polcr coplaint I your local policr ststion

Please issue a legal notice through lawyer for compliance of terms of rent agreement and also file a criminal complaint for cheating thereafter immediately file a rent petition for staying illegal vacation and non commitment of the agreed terms of agreement.
