Owner of the apartment is not providing basic amenities what can I do

My multi floor apartment owner has not paid rent for delay clause for last 3 years and since last month,am living there after registration.but electricity meter has not been connected,though applied for it.Also owner now asking us to sign proposal form to form association,but no ameneties has been completed and also 12 floors out of 17 are completed only. Kindly advise..
You have to issue legal notice demanding
electricity connection;
water supply connection
other amenities which are yet to be provided;
the penal interest for the delay in completion of construction for the period of delay;
any other pending work;
After issuing the legal notice, if the builder is not complying with the requirements, then you may drag him to the consumer court seeking reliefs as well as compensation for the mental stress he caused due to this.
Consult a local advocate and arrange to send a legal notice first.
