Owner delaying to returning the security amount

I have entered into lease agreement with father of owner (daughter) of the house , however electricity bill of property on father's name for three years. I have already paid 100% deposit amount which is 6.7 lakh to the lessor. However, Due to emergency medical condition of my wife I did not took the possession of house and decided not to take the possession of house which was not tenable condition. Immediately informed the lessor and till date he returned sum of 4.0 lakh to me but he is not returning the pending 2.7 lakhs and continue to ask for more time. What to do? What options I have to proceed legally against him. How long it would take to resolve the issue and at what cost.
