No rent agreement provided even after several reminders

Am living in an apartment I rented from a real estate website(NestAway). It has been more than a month and despite multiple calls, emails and reminders am yet to receive the rent agreement for which am unable to submit rent receipts for HRA/ IT Exemption. Each time I receive the same response that the landlord can't be contacted or that they are waiting for him to send the signed copy. Can I move to Consumer's Forum for this? Thanks.
If the real estate website was responsible for making the rent agreement then you can file a consumer complaint against the real estate company for delay in service of making rent agreement and can claim loss incurred by you.
