Landlord's refusal to register rent deed or give receipts

The landlord is refusing to register rent deed and is allowing single tenant only notarised agreement. He demands 1 month's rent as security plus 1 month's rent in advance (Rs 10,000). He has not provided duplicate keys to the main gate (citing security reasons)-- so the single male tenant (5th floor) has to ring the bell of the landlord in order to obtain the keys. He has set a huge terrifying dog to guard the common entrance, and this dog is always jumping at the tenant whenever he goes to get the keys. The tenant's private belongings are locked on the top floor. The tenant has to get the keys of the main gate daily-- in order to move in or out. The tenant is worried that the animal may cause him fatal injury and then the landlord will have no liability. The tenant is worried that even asking this question on a website may cause some harm. No police verification has been done even though all documents have been submitted to the agent, who has taken 15days' rent as commission.

Hello, finding no justification so far, and I can understand this is totally unlawful, only one option is there, please take a legal step and file a case against the landlord, taking legal help is always truthful. This is the case of Breach of trust and our tanant law is quite good.
