Landlord not returning security deposit what can be done

Had an agreement with landlord for rental shop. he promised he will construct a toilet but failed to do so. so I asked him to refund deposit/token amount he refused saying he spent money on paints etc. never given possesion of shop by landlord. 1 year paased.. what should I do to get my refund back
Hi, you have to share the agreement copy between you and your landlord so that the correct legal remedy may be suggested to you. You have the option of civil court to get your money back, but prior to that I suggest you to meet some lawyer personally with the documents copy.
