Landlord not providing facilities and not ready to cancel lease

I have taken a house on a 3 year lease agreement in oct 2014. It is 2 years now. I have been having a very serious issue whit the landlord since I occupied this place. He has not let me use the terrace to dry clothes, not let friends and relatives come home as they would behave rude and use abusive language, not let us enough water for daily usage. To top it they use my electricity for their domestic use. I spoke to them and told them that if they are having issue I am ready to vacate the place as per the terms of the lease agreement. But now they say that they would decide on a certain amount as monthly rent and deduct the same from the lease amount for the number of years i have stayed and return me the remaining. This is sheer cheating. I approached the police for help but in vain. Request you help me in vacating the house and getting the entire lease amount

is there any written agreement between you and your landlord? If, yes then there must be a clause for termination of agreement by serving the notice period. your landlord cannot stop you from vacating the premises. you can even file a police complaint against your landlord.
