Landlord not obeying lease agreement & not even providing services

I have renew my leave and license agreement on 8 Dec 2016. From last 1 and half month there was not a single drop of drinking water. After repeatedly complaining the same to the flat owner he has not done any thing. I also ask for reimbursement of drinking water bilder bill but he denied. So on 2 mar 2017 i informed him that I m vacating the flat within 7 days . But he denied and gave me reason that as per Agreement i have to give 1 month notice. For which I agree and given 1 month notice on 2 mar. So I search for a new flat done Agreement with the new flat owner. But now when I informed Him that on 29th mar 2017 i m vacating the room he denied and informed me that you have to live for 11 month or he will deduct 11 month rent. I opposed him and informed him that as per Agreement point no 11 if any body want to vacate room earlier than the mention period then i or you have to give 1 month notice in vocal or writing before vacating room. But he is denying the same. And harassing me

Your owner is committing the breach of the leave and license agreement and you are entitled to the 11 months rent and the security deposit which is refundable. You give a notice through an Advocate recording all of your facts and demand the 11 months rent and your security deposit that you have paid and vacate the house. If he still fails to refund you the aforesaid amounts you have a cause of action against him to file the suit for breach of contract.

By reading your query it looks like you are following agreement terms but the Licensor is not doing so. I recommend you to send him a legal notice through your advocate and if even after that he does not abide by the agreement terms just proceed legal against him in the competent court.
