Landlord not accepting rent or cheque, what should I do

I have 2 room in a pagdi system building. Those rooms are in my brother's name. After the landlord came to know it's in my brother's name, he stopped accepting rent, its been 3 years since he hasn't accepted rent. My brother and I both tried giving rent to him personally, also I posted the cheque to him, which he returned back. He refused taking the rent. I want to know what should I do next?
