Landlord denied NOC for passport verification report what can I do

I have made an agreement (Notary, Not registered) with my landlord in which landlord asked me not to apply for any passport or adhaar card on this address. But I have mentioned the address in passport application. When police came landlord's brother complaint against me that we have occupied the place forcefully. and police denied to clear the verification report. Police is asking for NOC from landlord. What to do?
either you get a NOC from the landlord and submit it with the Police or withdraw the passport application and file a new application where you have a permanent address. as your landlord had already warned you not to apply for any application/ documents on this address you went against him. you have no other choice then this to adhere.
