Landlord charging cleaning fee who is liable to pay for maintenance

We had rented a flat in Hyd paying 3 months' advance. The landlord owes us around Rs,7500 from that advance which he said he will return once new tenants move in. Our landlord did not inspect the flat after we moved out and before the new tenants shifted in. Now, new tenants found the place "dirty" and got it cleaned for Rs. 5000/- which the landlord is asking us to pay. We got the house cleaned after moving out and it was not dirty. We were not informed about this cleaning prior. The landlord informed us that we have to pay the bill. Why should I pay this bill? Why am I responsible?

You can file a recovery suit against the landlord by filing the agreement along with it stating that the security deposit which you have deposited to the landlord, the landlord is not giving you back. Your landlord can only deduct for basic repairs that needs to be carried out.
