Is it legally secure to buy a dkt patta land

I want to buy a dkt patta land for house purpose. what is the rules and regulations in mangalam area in tirupati. is their any problem for buying that property?
DKT patta land given to poor people on application by Govt. Such land title not transferable and that sale in not valid legally. Some people purchase with their won risk. Banks also will not give loan.
