Is a married daughter considered a family member of the father?

I have a flat in w.b. co-op housing society in Kolkata, and we are a hindu family. My son-in-law is a tenant in another flat. A car in the name of my daughter. There is a rule the tenant should pay as parking rent inside the society premises . But as my daughter is also my family member, she enjoys her family rights with father and need not pay any rent for the car, being owner of flat from father side. but society claimed rent from the owner of flat for the car. Parking sticker is issued in my name and cutting rent from the owner of the other flat. what can be done?

Look Sir, The Rule as you say is right. i.e., "the tenant should pay as parking rent inside the society premises".
you Say that your Son-in-law is a tenant in another flat and your daughter has a Car.
The rule for the tenant is legal one as I say. Your Question is as your daughter is also a family members of your family. Definitely. She also enjoys her family rights with father. But if she was unmarried one you can claim that she need not pay any rent for the car. But as she is a married one and did not living with you. She has separate family and separate accommodation. Therefore, she being treated as outsider from the Society,
Look, Sir, if you suppose that your daughter need not pay any rent as because she is your daughter. Then the question is all other relatives like your brother, sister, uncle etc etc. also being a members of your family, But the norms is Those who resides within the society, only they can use the society premises without any rent. Their relatives those resides outside from the society are not get this prevailing.
