How to take back advance from landlord

Is there any law .ki mere advance mughe mil sake.sabase pale mughe Kya karana hoga. Abhi one month hone ja raha hai .deposit to dia .per advance me se electricity bill katakar de a tha.
Do you have any agreement between you and your landlord. What are the clauses mentionee in it. Does it say at the time of repaying the advance he shall deduct the electricity. You are supposed to pay the electricity bill and you can request your landlord that not to cut it from the advance but you shall pay it separately. And in case he is not refunding it you may send him a legal notice to start with
