How to procure deemed membership of a society

My father having a coomercial shop passed away without making any will than my mother too died.we had outstanding maintainance bill of 11 lakhs for that commercial shop. My sister already given her release deed, affidavit, power of attorney in my favor for that shop. But building's secertary having personal interest in the shop.I cleared all the outstanding dues of 11 lakhs and given each & every paper to him including sales agreement,letter of administration on my name,sister's release deed but he didn't gave memembership.I complaint to registrar & got order in my favor. Registrar ordered that I'm a deemed member of the society & also ordered to the society to give share certificate in my name but socity still after 2 month not giving me membership plus they are not allowing me to keep tenant there.They also billed me their lawyer's fees & asking until I don't give them their lawyer's fees for the one i complaint to registrar for membership they won't allow me to keep any tenant.What shall be done?

Under the Indian Societies Registration act
15. Member defined as
For the purposes of this Act a member of a society shall be a person who, having been admitted therein according to the rules and regulations thereof, shall have paid a subscription, or shall have signed the roll or list of members thereof, and shall not have resigned in accordance with such rules and regulations;
Disqualified members : But in all proceedings under this Act no person shall be entitled to vote or be counted as a member whose subscription at the time shall have been in arrears for a period exceeding three months.
