How to proceed with sending legal notice

I have left the rented house 3 weeks back and still, the owner of the house is not returning the deposit to me. When asked for it, he is providing all incorrect calculations for repairing and refurbishing of his house and telling that I have damaged everything -which is completely false. I am thinking of sending a legal notice. Please advise.

Firstly you have to assure is the rental agreement is oral or written. At the time of vacating the premises whether your owner has taken custody of the premises. If taken in your presence then you can give notice.
