you cannot acquire the land without the permission of the owners/ joint owners of the property. If you are interested in buying/ purchasing the land from your cousin sister then you will have to approach her and discuss the things with her. She can either relinquish her rights in the property to you or else she can gift it to you as well. But if she wants to sell it to you then a proper sale deed is to be executed between both the parties.
